Background

On July 10, 2007, the Ministry of Agriculture on behalf of the Government of Guyana and the United Nations Development Programme (UNDP) signed an agreement for the climate change enabling activity project called “Enabling Activity for the Preparation of Guyana’s Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC)”. Guyana is a non-annex I and II party to the UNFCCC and is required to submit national communications on steps being taken to implement the convention. To date, Guyana has submitted its Initial National Communication (INC) in 2002 and is among many developing countries that have received funding from the Global Environmental Facility (GEF) to prepare their SNC.
According to Article 4, paragraphs 3, 5 and 7 of the Convention, it is recognized that the extent to which developing parties will effectively implement their commitment to communicate information will depend on the implementation by developed country parties of their commitments under the Convention relating to financial resources and the transfer of technology. As a result, it is necessary to identify the gaps and constraints and the related financial, technical and capacity needs of Guyana.
Objective of the Consultancy:
To prepare a detailed description, in accordance with the national circumstances and development priorities, of the constraints, gaps and related financial capacity, existing and planned.
Proposed Reference:
  • The completed chapters/sections of the SNC, namely, National Circumstances; Vulnerability and Adaptation Assessment; Greenhouse Gas Inventory; Mitigation Assessment; Research and Systematic Observation Systems and Public Education, Information and Capacity building reports.
  • Annual reports of relevant institutions.
  • Relevant Project and programme documents
  • Reporting on Climate Change: User Manual for the Guidelines on National Communications from Non-annex I Parties http://unfccc.int/files/essential_background/application/pdf/userman_nc.pdf

Duties and Responsibilities

  • Prepare a satisfactory work plan including methodology and schedule of deliverables.
  • Prepare a list of type of information to be collected and identify information/data sources.
  • Conduct a detailed assessment of the policy; institutional; technological and financial needs; gaps and constraints to implement the requirements of the Convention and climate change initiatives. This must include an assessment of Guyana’s capacity for GHG Inventories and Vulnerability & Adaptation Assessments.
  • Conduct an analysis of barrier to implementation of environmentally friendly technologies and adaptation projects/programmes.
  • Provide a detail account of support programmes which provide financial and technical resources for adaptation.
  • Prepare a detailed (institutional, financial; technical; benefits) account of proposed projects aimed at reducing GHG emissions and enhancing removals by sinks.
  • Provide a brief description of completed; existing and planned climate related initiatives/projects/programmes in key sectors, namely, health; building; transport; industry; energy; agriculture; forestry; mining; land management; waste and education. This should including programmes/projects for technology transfer supported by bilateral and multilateral agencies and international organizations.
  • Prepare a brief summary of the key outcomes of the Technology Needs Assessment conducted.
  • Prepare a detailed account of financial needs and support (existing and planned) by Guyana and through bilateral/multilateral cooperation for climate related programmes.
Expected Outputs:
  • Draft and finalize reports on Gaps and Constraints, and Financial Capacity for Guyana’s Second National Communication.

Required Skills and Experience

Education:
  • Masters Degree in Environmental Science/Law/Economics; Development Studies/Economics or any other relevant field.
Experience:
  • At least three (3) years of relevant experience.
  • Previous experience in the evaluation of environmental policies and programmes.
  • Knowledge of the United Nations Framework Convention on Climate Change and Climate related issues at the national, regional and international levels.
  • Knowledge of international financial mechanisms for climate change programmes and initiatives.
  • Strong understanding of National development policies/ strategies/ initiatives and action plans, including Guyana’s Low Carbon Development Strategy and REDD+ initiatives.
  • Previous experience in the preparation of national status reports for international environmental conventions would be an asset.
Language requirement:
  • Fluency in written and spoken English language
