Background | |
In August 2009, the United Nation’s Development Programme together with the Government of The Gambia’s National Planning Commission launched the initiation phase of the National Volunteers Services Project under the MDGs/Poverty Reduction Programme. The National Volunteers’ services Project was established ostensibly to serve as the entry point for citizens’ participation in the attainment of the development goals of the national PRSP II/MDG Strategy by strengthening and promoting a spirit of national volunteerism. Since its launch, the National Volunteers’ Services Project has been implementing preparatory activities, culminating in the finalization of a fully-fledged project document to harness volunteerism as a resource for implementing poverty reduction / MDG-related development interventions. The specific outputs delivered under the initiation phase consist of: 1. Establishing a Legal and Regulatory Framework on Volunteerism and the use of Volunteers in the implementation of development programmes at grass-roots levels. 2. Enabling Volunteer Involving Organizations to become reliable partners in the implementation of national development programmes. 3. Establishing a National Volunteers Services Centre and Regional Service Centres to support the coordination of the work of VIOs in implementing the national poverty reduction / MDG-based PRSP II programmes. 4. Production of a fully-fledged project document to take forward and institutionalize volunteerism as part of national development efforts. Assignment: At the end of the initiation phase, the United Nations Development Programme and its Government counterpart – the Ministry of Finance and Economic Affairs (MOFEA) – are seeking the services of a Consultant to: 1. Assess the project design in terms of its relevance to the overall development situation at the national level; relevance to national strategies, and relevance to beneficiaries; 2. Assess performance of the project in terms of effectiveness, efficiency, and timeliness of producing the expected outputs; 3. Assess the quality and timeliness of inputs, the reporting and monitoring system and extent to which these have been effective; 4. Assess relevance of the project’s management arrangements; identify advantages, bottlenecks and lessons learn with regard to the management arrangements; 5. Provide recommendations to key project stakeholders for follow-up activities Expected Outputs: A. An initiation phase assessment draft report covering the areas of the assignment as detailed above (for discussion with stakeholders). B. Facilitation of Stakeholder discussion of the draft report. C. Final report following stakeholder discussion of the report. | |
