Background

The current Government of Bangladesh has identified the establishment of good governance as one of its main priorities. The creation of a modern, effective, transparent, accountable and responsive civil service has been identified as key to achieving that aim. The Civil Service Change Management programme (CSCMP), a joint programme of the Government of Bangladesh and UNDP, is providing assistance to gradually transform the civil service. With an emphasis on endogenous institutional development, its use of modern change management techniques, and its focus on selected strategic interventions with potentially high leverage impact, CSCMP has worked in partnership with the civil service to provide the necessary tools to support change, innovation and reform that is required.
CSCMP has provided strategic and technical assistance to formulate and develop a comprehensive vision and set of priorities for reform of its structures, business processes and approach to public service delivery. This includes reform of the legal framework, human resource policies including greater gender sensitive approaches, structural enhancements, civic engagement and increasing ICT capacity. By strengthening the organisational performance of the civil service, the quality, standard and delivery of basic public services will improve and the ultimate target groups of the project, the poor, women and children, will benefit by increased access to these services and benefits.
As part of its support to the implementation of the reform priorities, CSCMP has been requested to assist in the setting up of a Change Management Unit in the Prime Minister’s Office. The Unit will consist of a high-level committee of senior representatives of the government and civil service and a small scale technical assistance staff. The purpose of the assistance would be to boost capacity for research, planning, monitoring and evaluation to support the design and implementation of robust policies by the Unit, concentrating on three areas: good governance (including civil service reform), private/public sector interface and communications. CSCMP, therefore, is looking for a team of three (3) experts with complementary knowledge and experience to collectively and individually provide technical assistance on good governance planning, communication, implementation and monitoring to the Unit, including a governance performance monitoring expert.

Duties and Responsibilities

Provide technical support to Change Management Unit at the Prime Minister’s Office in Governance Performance Monitoring:
  • Research good governance issues and priorities in Bangladesh
  • Develop governance performance monitoring systems, including the development of a good governance performance dashboard
  • Assist in developing key performance indicators and their adaptation to the country context
  • Provide expertise on internal monitoring and evaluation approaches of business processes related to civil service institutions
  • Developing business plans, models and change ideas and their adaptation for the country context and for civil service change management
  • Assist in developing public accountability and measurement tools for the civil service
  • Collect, in a systematic way, objective data on governance performance
  • Write reports, papers and recommendations on governance performance
  • Ensure the inclusion of such data and systems in the design and formulation of good governance policies
  • Engage and liaise with a range of stakeholders from civil society, academic networks and external specialists involved in good governance issues, for advisory services and sharing of information/best practices
  • Supply the Change Management Unit with relevant updates on a regular basis
  • Organise high level discussions, dialogues and roundtables on relevant topics
  • Liaise between CSCMP/UNDP and the Unit.
Impact of Results:
The key results have an impact on the improvement of good governance in Bangladesh, in particular the civil service, thereby contributing to the further development of the civil service into a modern, responsive and accountable public service provider.

Required Skills and Experience

Education:
  • Master's Degree or equivalent experience in Public Administration, Political Sciences, Social Sciences, Economics, Communication, or related disciplines.
Experience:
  • Minimum of three years of working experience at the national or international level;
  • Proven track record in developing performance modern evaluation/monitoring indicators for government/private sector agencies;
  • Demonstrated ability in providing toolkits and recommendations to improve business flows and processes for public institutions;
  • Record of producing and managing process of quality research and analysis;
  • History of liaising with senior government officials and other stakeholders;
  • Knowledge of the current state of governance in South Asia and especially Bangladesh is preferable.
Other Requirements:
  • High level of proficiency in written and oral English, working knowledge of Bangla is a recommendation;
  • Well developed communication skills and an ability to present complex civil service change management tools to a broad audience;
  • Ability to consistently achieve high-level results;
  • Experience in high level networking, ability to quickly build report with individuals and groups.
