Iraq: Resident Reporting/Monitoring and Evaluation Senior Program Officer/Program Manager

Job Description
The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Reporting/Monitoring and Evaluation Senior Program Officer or Program Manager for its multi-year, U.S. government funded democracy building programs in Iraq. The position will be based in Erbil, Iraq and work in close collaboration with the political party, civil society, and governance program teams, as well as with NDI’s Iraq regional coordinators, the senior resident director, and the Washington DC-based team.
This position will focus on the development and drafting of program concept papers, proposals, and quarterly reports and will develop and implement monitoring and evaluation methods to document the achievement of the program objectives and intermediate results. This position will be in charge of a monthly program update that is circulated to a wide audience of U.S.-based and international partners. The position includes additional assignments to draft analysis pieces, develop new tools for recording and sharing program accomplishments, and following current trends and methods for monitoring and evaluation. This position will work in collaboration with the NDI Program Coordination team to ensure program reports comply with federal grant regulations.
Required Skills
  • Develop performance monitoring plans, evaluation methods, and reporting processes in cooperation with the senior resident director and other senior program staff;
  • Develop indicators of success and methods of measurement and conduct assessments based on the program’s objectives;
  • Develop tools and methods for collecting the information necessary to monitor and evaluation program activities;
  • Train international and Iraqi staff to use the tools and methods for collecting day-to-day program information and evaluating long-term program impact;
  • Oversee the collection of monitoring and evaluation data;
  • Prepare and submit regular reports in accordance with internal and external reporting requirements; and
  • Assist program staff in identifying and highlighting achievements of the program objectives and outcomes.
Required Experience
  • Undergraduate degree in international relations, international development, or related subject; graduate degree in related field preferred;
  • Minimum six (6) years (Senior Program Officer) or eight (8) years (Program Manager) of relevant work experience may be substituted for educational requirement on a one-for-one basis;
  • Experience in results-oriented program design, strategic planning, and program evaluation;
  • Experience designing and employing evaluation tools and methods such as surveys, interviews, and research from secondary sources;
  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funder, and policy-makers;
  • Proven capacity to meet program goals while managing administrative responsibilities;
  • Superior oral and written communication skills to effectively present information in a clear and persuasive manner in English;
  • Exceptional analytical skills for interpreting complex program and political issues;
  • Experience in monitoring and evaluating large, U.S. government-funded international development programs strongly preferred;
  • Working knowledge of PC-based word processing and spreadsheet applications;
  • Ability to live and work in a challenging political environment;
  • Ability to effectively and appropriately handle stressful living and working conditions in a compound setting, often with restricted ability for personal travel/movement outside of the compound, limited social outlets and recreational facilities; and
  • Living/working experience outside of the US preferred.
