Background

Under the overall guidance of the Deputy Country Director (Programme) and direct supervision of the Team Leader, Poverty Reduction Unit, the Program Specialist - Private Sector Development (PS-PSD) supervises all activities of the Donor Coordination Unit and coordinates the administration of the Catalyst Fund (CF) and the new Business Advocacy Fund (BAF2). Furthermore, the PS-PSD acts as UNDP Kenya’s CO Private Sector Focal Point (PSFP), and coordinates all relevant activities and developments with the Private Sector Division at HQ, acts as UNDP’s representative to national, regional and international PSFP meetings and also advises other Units of the Kenya CO on engagement with the private sector. The incumbent also acts as liaison between the Private Sector Donor Group and PSDS Secretariat at Ministry of Trade.

Duties and Responsibilities

Summary of Key Functions:
  1. Manages the Donor Coordination Unit and acts as liaison between PSDG and PSDS Secretariat.
  2. Acts as Private Sector Focal Point of UNDP Kenya Country Office.
  3. Supervision of overall management of BAF2 and CF.
  4. Ensures facilitation of knowledge building, management and dissemination on Private Sector Development and engagement for the Kenya CO.
1.    Manages the DCU and acts as liaison between PSDG and PSDS Secretariat focusing of achievement of the following results;
  • Effective mainstreaming of information pertaining donor issues to implementation of PSDS.
  • Provision of information and feedback to PSDG and PSDS Secretariat.
  • Attend monthly meetings of the Private-Sector Donor Group.
  • Coordinate mid-term and annual review meetings as requested by PSDG and provided in the PIP (PSDS Implementation Plan).
  • Development and supervision of technical assistance, review missions and evaluations, including the identifications and short listing of consultants.
  • Work proactively with the PSDS Secretariat to identify needs and constraints to smooth PSDS implementation, and work with the PSDG, PSDS Secretariat and private-sector representatives to provide solutions.
  • Meet weekly with the PSDS Secretariat to ensure smooth support to the implementation of the PSDS.
  • Ensure private sector ownership and consultation during PSDS implementation on an ongoing basis.
  • Act as secretary to the DCU Steering Committee.
2.    Acts as Private Sector Focal Point of UNDP Kenya Country Office focusing on achievement of the following results:
  • Represent UNDP Kenya CO as private sector focal point in national, regional and international working groups, committees and at meetings.
  • Coordinate information gathering and dissemination of relevant articles, publications and research related to Private Sector development.
3. Supervision of overall management of Catalyst Fund and BAF2 focusing on achievement of the following results:
  • Coordinate the plan and management of the overall work of BAF2 and CF in its various functional areas of programme resource management analysis, finance, accounting and procurement including ensuring that UNDP rules and regulations in the management of the funds are applied.
  • Ensure  adequate and timely  disbursement of funds and donor reporting.
  • Provide support to PSDS Secretariat in development of ToRs and fund requests
  • Mobilize financial resources for the expansion of the BAF2 and CF.
  • Co-ordinate and commission necessary contracts to facilitate the smooth functioning of the Catalyst Fund and the BAF2 as per an agreed DCU annual work plan.
  • Supervise the Project Officer BMO Support at the Ministry of Trade.
4.    Ensures facilitation of knowledge building, management and dissemination on Private Sector Development and Engagement for the Kenya CO focusing on achievement of the following results:
  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
  • Contributions to knowledge networks and communities of practice including corporate communications repositories.
  • Advisory services for PSD and PSE for other Kenya CO Units.
  • Professional growth through active learning.

Required Skills and Experience

Education:
Master's degree in Business Administration, Public Administration, Law or Social Sciences or related field.
Experience:
  • A minimum of 5 years relevant experience at the international level in private sector management and/or development coordination.
  • Experience in donor coordination and working with Business Member Organizations (BMOs).
  • Previous experience in Private Sector development issues highly desirable.
  • A good knowledge of the Country & Region, the relevant donors and the PSDS is required. The individual should have strong networking and management capabilities, a multi-tasking approach and the ability to work to tight deadlines.

Language Requirements:    Fluency in the UN language of the duty station
