Background

The State of Kuwait in coordination with UNDP strives to enhance institutional efficiency in the Supreme Council for Planning and Development especially in improving performance and coping with analytical approaches needed to fulfill tasks. In this context, the SCPD intends to recruit a senior expert in strategies or relevant disciplines to assist the staff at the office of the Secretary General in that respect.

Duties and Responsibilities

Responsibilities: Provide technical assistance in all aspects of planning activities from strategic perspective. Conduct studies on environmental scanning of business and administration to determine indicators to support the planning team. Conduct studies on competitive analysis to assess the effectiveness of state agencies. Provide executable recommendations about Performance Management and best fit systems to be applied in Kuwait. Requirements: Demonstrated experience in strategic planning from previous similar projects. Ability to propose creative ideas and approaches in the field. Must commit to 40 hours per week of work on or off site. Skills in training staff in strategic planning. Experience in the adaptation to and the application of computer based tools in planning according to beneficiary's' needs

Required Skills and Experience

Education: Ph.D  in Business Management ( all sub-disciplines), Strategic Public Administration, or strategic economics. Experience: 15 years of experience in planning at large and at least 10 years in strategic planning. Language: Fluency in English and Arabic.
