Background / General description:
The International Finance Corporation (IFC), World Bank Group, supports economic growth by promoting private sector investment in its developing member countries through long-term financing and advisory services. IFC finances projects that are commercially viable and environmentally and socially sound while contributing to sustainable development. Through its Policy on Social and Environmental Sustainability, IFC s Environmental, Social and Governance Department (CES) ensures that the Corporation s activities meet the requirements of its Performance Standards. CES also offers a wide range of expertise to help clients identify and solve complex environmental and social problems, and to ensure that IFC-financed projects truly contribute to sustainable development. The position is will primarily support IFC s Manufacturing, Agribusiness and Services (MAS) department, which invests in sectors including chemicals and fertilizers, fuel distribution, building materials, mechanical and electrical engineered products, crop production, livestock, food processing, forestry, forest products manufacturing, life sciences, healthcare, education, hotels, retail and property and construction, though support to other industries including thermal and hydroelectric generation, oil and gas production, and mining may be required. CES is seeking to recruit an experienced specialist with expertise in environmental assessment and management, pollution prevention and abatement, and occupational health and safety to collaborate with other specialists of the Department in support of IFC s investments in West and Central Africa.
Duties and Accountabilities:
Independently review and appraise new investment proposals, identify§ environmental, health and safety risks, develop solutions which when implemented will at least ensure the project s compliance with the Performance Standards, and draft relevant documentation in the project development process, primarily in the MAS sectors listed; Monitor the environmental performance of a portfolio of allocated§ projects, across all sectors; Facilitate communication among various investment project stakeholders§ to promote environmentally sound project implementation with sustainable development outcomes; Provide expert advice and technical support to private sector clients§ to achieve positive sustainable development outcomes; including the mobilization of IFC advisory services offerings including donor funding facilities; Assist IFC investment staff with business development related to§ environmental opportunities beyond risk management; and Develop a network of consultants to assist IFC with investment project§ assessment and other technical assistance initiatives.
Science, engineering or related technical degree, possibly supplemented§ by post-graduate degree in environmental management, occupational health and safety, or related technical fields; A minimum of 10 years practical experience in environmental assessment§ and management (e.g., impact assessment, audits, technical feasibility investigations, implementation or evaluation) in private industry, government authority or consulting capacity; Demonstrated achievement applying a combination of environmental§ management, pollution prevention and abatement skills in more than one MAS sector. Experience of dealing successfully with cross-cutting skills encountered in these sectors, including occupational health and safety, life and fire safety, energy efficiency and social issues relating to labor relationships and land acquisition and resettlement; Experience and/or familiarity with IFC s Policy and Performance§ Standards on Social and Environmental Sustainability is desirable; Extensive work experience in one or more developing countries,§ including in Africa in support of private sector development; Innovative, problem-solving approach with the ability to communicate§ and sell sustainable solutions to IFC s clients and investment staff though strong written and oral communication and presentation skills; Ability to operate as a member of a multi-disciplinary and§ multi-cultural team and ability to interact effectively with clients from various cultural backgrounds; Highly motivated, committed to highest ethical standards and genuine§ commitment to sustainable development; Willingness to travel extensively; and§ Fluency in French and English is a prerequisite; capacity to work in§ additional languages, such as Portuguese or Arabic is highly desirable.
