Kenya Job: Program Manager Health Insurance Fund

PharmAccess Foundation 
PharmAccess is a young, fast-growing, international, not-for-profit organization of Dutch origin, which aims to improve access to affordable quality basic health care in Africa. PharmAccess strives to fulfill this mission through public-private partnerships with local organizations and through an output based approach.
PharmAccess supports programs and offers services in several areas, such as providing health insurance for low-income groups, quality improvement and assurance of clinics and hospitals, financing of small and medium sized healthcare enterprises and support of corporate and national healthcare programs.
PharmAccess was founded in 2001, and is currently active in more than 10 African countries. Its main office resides in Amsterdam. Other offices are established in Nigeria, Kenya, Namibia and Tanzania. The activities of PharmAccess are made possible by funding of donors and clients, such as the Dutch Ministry of Foreign Affairs, The World Bank, United States Agency for International Development (USAID), large multinationals and the Rockefeller Foundation.
PharmAccess co-initiated the Health Insurance Fund, the Investment Fund for Health in Africa, SafeCare and the Medical Credit Fund. The latter was selected as a winner of the G-20 Finance Challenge at the G-20 summit in Seoul, Korea in November 2010. 
Because of the expansion of the Health Insurance Program in Tanzania, PharmAccess is currently seeking a Program Manager Health Insurance Program for Kenya.
In Kenya a community healthcare scheme has been developed with a local medical insurance provider called AAR and dairy organization called Tanykina Dairy Plant Ltd in Nandi North. Tanykina has approximately 4,000 active members and approximately 16,000 family members who can sign up for a healthcare plan developed by PharmAccess, AAR and Tanykina. The Plan was launched April 1st this year. PharmAccess is currently in the process of identifying and developing alternative schemes in Kenya. PharmAccess is supported by a strong management team with extensive and recognized business, medical and development acumen.
The team of PharmAccess Kenya consists of eight people, of which five are fully dedicated to the Health Insurance Fund.  The office is located in Westlands, Nairobi.
Job descriptionThe Program Manager is responsible for the operation of the Health Insurance Fund schemes in Kenya. The Program Manager will lead a dedicated multi-disciplinary team of approximately 3-5 people and works closely together with supporting teams of professionals within PharmAccess. PharmAccess partners with insurance companies, third party administrators, health care providers, marketing agencies and a selected target group organizations to deliver customized health insurance schemes to the members of the target group organization including their families in Kenya.
Key Tasks & Responsibilities • Manage and build a fully dedicated multidisciplinary team in a complex and challenging environment;
• Design and implement the HIF programs, including marketing and sales, process administration and contracting with partners;
• Manage budget, financial and administrative components of the program;
• Evaluate and monitor performance and report on it;
• Identify, manage and resolve program risks;
• Support expansion of the existing program.
You report directly to the Country Director PharmAccess in Kenya.
Qualifications & Requirements• A proven track record of at least 5 years experience in program management including financial management;
• You can prove that you are able to lead a diverse group of ambitious people;
• A background in health and/or (health)insurance is an advantage;
• You have excellent communication and interpersonal skills and are able to effectively interact within an environment with multiple stakeholders and people originating from different cultures;
• Skills for data analyses and interpretation are well developed;
• You have experience in working in a developing country;
• Your understanding of written and spoken English is excellent and you are proficient at Microsoft tools, including PowerPoint and Excel;
• You are flexible, hands-on and know how to adapt to a growing and developing organization;
• Suitable candidates will have a relevant Master’s degree or MBA
