Background

Purpose
The purpose of this call for applications is to establish a roster of qualified national and international experts that will provide expertise and support to the UNDP Energy and Environment portfolio in:
  • Policy advice and analysis of relevant legislation, international standards and best practices;
  • Advice and development of strategic and operational documents;
  • Media and communication/outreach and advocacy;
  • Capacity building, training and coaching/ mentoring in identified areas;
  • Enhancement of international co-operation, exchange of knowledge and networking.
Objective
The objective is to support design and implementation of UNDP Energy and Environment projects and programmes.
Background Information
UNDP Serbia is active in designing and implementing environmental protection projects, helping the Government to fulfill its obligations emanating from country accession to international environmental and sustainable development treaties, conventions and protocols; developing and implementing policies for more effective environmental governance; supporting market development for climate and environmentally friendly technologies; and addressing critical urban and industrial pollution. In last five years Serbia has advanced environmental management and protection by adopting legislation, ratifying international conventions, developing strategic documents and action plans, mobilizing environmental funds and supporting development of institutional frameworks at the central and local levels. 

UNDP’s on going projects and programming endavours aim to support government compliance with international conventions and European Union regulations on climate change, habitat and biodiversity conservation, the protection of national and transnational waters, and sustainable development, among others.  Interventions enhance mechanisms to protect the environment, ensure sustainable resource use and management, and mitigate the impacts of climate change on social, economic, and ecological systems. UNDP supports initiatives that promote energy efficiency through demand and supply-side interventions, and efforts to promote a more diverse energy mix that includes alternative and renewable sources of power.

Under the Biodiversity, Protected Areas and Ecosystem Services Management portfolio, UNDP Serbia is supporting the Government of Serbia to comply with international conventions and European Union regulations on climate change, protection of biodiversity and ecosystems, to promote cleaner, safer and more sustainable development. The interventions focus, inter alia, on building mechanisms to protect environment, ensure sustainable management of natural resources including mitigation and/or adaption to the impacts of global climate change on social, economic, and ecologic systems. Under the Climate Change, Sustainable Transport and Metropolitan Emission-Reduction portfolio, UNDP Serbia is supporting the Government of Serbia to comply with international conventions and European Union regulations on climate change, energy efficiency and emission-reduction, as to promote the transition to low-emission and climate-resilient development. The interventions under this portfolio include the creation of a sustainable transport system for Belgrade, integration of emission reduction and climate resilience measures into urban and land-use planning, promotion of policy and market interventions, awareness raising and other measures that promote energy efficiency and emission-reduction in urban areas.  Under the shared overall aim to support Serbia’s transition towards low-emission development, and complementary to this portfolio UNDP also supports initiatives such as improvement in Serbia’s energy sector performance, in the area of solid waste and biomass management, in enhancing market mechanisms, promoting renewable energy forms and others. Initiatives that promote energy efficiency through demand and supply-side interventions, and efforts to promote a more diverse energy mix that includes alternative and renewable sources of power are also enshrined in the UNDP programme for the forthcoming years till 2015.

Duties and Responsibilities

UNDP Serbia invites applications from qualified national and international experts in order to establish a roster of consultants to work on various consultancy assignments in Serbia in the framework of the above mentioned portfolios and interventions.

The specific tasks and outputs for each consultancy will be defined in specific Terms of References that will be created in due time to initiate the process of individual contracting.

All future outputs provided by the consultant and related remuneration for services will be subject to quality review and approval by the UNDP Portfolio Managers and counterparts.

Competencies

Functional competencies:  At least one of the following skills should be presented:
Expertise in capacity development through trainings (including development of training curricula), coaching, mentoring, and lecturing; policy development, legislation drafting, institutional development, programming, comparative and other research, peer review, negotiations with public or private stakeholders, establishing of monitoring frameworks and evaluation, preparing or editing of articles, books, research papers, toolkits, guides, manuals, methodologies, analytic documents, policy papers and notes, project documents, baseline studies, desk reviews, comparative studies for the following areas:

Biodiversity: Biodiversity conventions, Conservation and sustainable use of biodiversity, Capacity development in biodiversity management, Arid and Semi-arid Ecosystems, Freshwater Ecosystems, Forest Ecosystems, Mountain Ecosystems, Ecosystem management, Biodiversity important to agriculture, Integrated Ecosystem Management, Mainstreaming biodiversity, Protected Areas Management and Financing.

Climate change and Energy: International Climate Change legislation & policy (UNFCCC convention, Kyoto Protocol, JI/CDM, Emission Trading Schemes, EU Energy Policies, etc.); Climate Change Adaptation (Climate-resilient development, Cross-Cutting Measures like Climate Risk management, etc.); Mitigation & Innovation ( (Carbon Footprint, GHG inventory and reduction-measures, Energy Demand and Supply, Energy Efficiency and Renewables, etc.).

Transport: Sustainable Transport and EU Transport policy, Road Safety, Sustainable Urban Planning and Urban Design.

Environment education: Environment awareness, Education curricula.

Environment policy and management: Environment strategy, Environmental law, Environmental economics, Environmental planning and programming, Pro-environment development frameworks, Environmental impact assessment and monitoring, Environment indicators, Environmental impact assessment, Environmental management, Natural resources management, Environmentally sound technologies,  Pollution control.

Required Skills and Experience

Education
  • University degree in fields relevant to the assignment; Advanced degree (Master or PhD) in relevant field is preferable.
Work experience
  • A minimum of 5 years of proven working experience in relevant areas;
  • Experience in the international development, project implementation, and/or United Nations context;
  • Proof of published knowledge products such as books, articles, research papers, toolkits, guidelines, methodologies, analytic documents, policy papers and notes, project documents, baseline studies, desk reviews, comparative studies etc.
Languages:
Fluency in English and/or Serbian. 
IMPORTANT NOTE:
  •  This vacancy is open to Serbian national and international consultants.
Other skills:
Excellent written and verbal communications skills in English and/or Serbian language; IT literacy.
