Description:
PSI seeks a dynamic team player to join our Thailand team as the Program Director for Harm Reduction in IDU. The Program Director should have experience successfully implementing harm reduction programs targeting injecting drug users; significant leadership, management and international development experience; tact and strong skills in cross-cultural communication; and a commitment to capacity building. The position is based in Bangkok, Thailand and reports to the Thailand Country Representative.


Responsibilities:

  • Achieve the performance indicators outlined in the five-year, Global Fund-supported CHAMPION IDU Program
  • Serve as primary contact with the donor
  • Build and maintain strong relationships with the Thailand Country Coordinating Mechanism (CCM) for the Global Fund, government partners and NGO partners
  • Manage the harm reduction program team, including staff recruitment and development
  • Ensure inter-departmental collaboration between the Research and Monitoring & Evaluation, Finance, and Human Resources & Administration Departments to support smooth operations, innovation and continuous improvement in the harm reduction program
  • Manage sub-grants under the CHAMPION IDU program, including the development and implementation of workplans, programmatic reporting, financial management and reporting, and related capacity building
  • Design Phase 2 of the CHAMPION IDU Program, including managing negotiations with the Global Fund on budget, performance framework, and research and monitoring and evaluation plan
  • Provide leadership in achieving PSI's strategic priority to become a leader in harm reduction in IDU in Thailand
Experience:
  • Familiarity with the political, social, and cultural context of Asia, preferably Thailand
  • Recent, prior experience managing a long'term health technical assistance program of a similar nature and scope, focused on HIV prevention with IDUs
  • Demonstrated success with advocacy and institutional development within government and non-governmental channels
  • Graduate degree in public health, public administration, health finance, health economics or related health disciplines

  • Minimum of 7 years experience implementing and/or evaluating public health programs
  • Familiarity with PSI's performance framework for social marketing and communications or experience in using behavioral research to guide programmatic decisions
  • Exceptional managerial and operational experience
  • Skills and experience in: negotiation, advocacy, health policy development and strategic planning, information management, managing community participation, and health care quality improvement
  • Excellent interpersonal and cross'cultural skills
  • Exceptional communication skills, including technical, written and oral communications skills in English
  • Proficiency in MS Word and Excel
