MSI seeks an experienced Deputy Chief of Party for a five-year Consolidation and Enhanced Livelihood Initiative in the Northern Region of Colombia. The project will emphasize immediate, short-term interventions to meet urgent economic and social needs in order to demonstrate Government of Colombia presence and to help target areas recover more quickly from the effects of conflict. Project activities will help build confidence in the GOC, provide the opportunity to build relations between communities and local government, and respond to local dynamics.

Position Summary:
The Deputy Chief of Party will work closely with the Chief of Party to manage the day-to-day operations of the project, provide expert local knowledge and government liaison, and promote livelihoods efforts.

Responsibilities:
• Responsible for day to day project implementation, including management of grants, sub-contracts, short term consultants, local staff, oversight of monitoring, evaluation and reporting;
• Implement and oversee mechanisms to ensure progress on livelihoods.
• Lead coordination with Colombian government;
• Assist Chief of Party in ensuring that performance goals and indicators are achieved.

Qualifications:
• Demonstrated management, leadership skills and reporting on large and complex programs.
• Demonstrated technical expertise with a focus on rural livelihoods, community development and citizen participation, local governance and economic opportunities.
• Knowledge of and experience in Colombia, preferably working at the government/community interface, and ability to work under difficult circumstances;
• Spanish and English language fluency required;
• Advanced degree or equivalent experience in related field preferred.
• Demonstrated management, leadership skills and reporting on large and complex programs.
