Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
As a signatory of Paris Declaration on Aid Effectiveness, Indonesia has committed to the aid effectiveness principles in particular to harmonize and align aid delivery in reducing poverty and inequality, increasing growth, building capacity and accelerating achievement of the Millennium Development Goals (MDGs). Following the initiative, in January 2009, GOI has launched the Jakarta Commitment signed by 22 bilateral and multilateral development partners establishing a roadmap to strengthen aid effectiveness. This roadmap defines the policy direction towards development effectiveness up to 2014 and beyond, as well as key activities.
Nonetheless implementing the roadmap requires a coordination mechanism. GOI has developed such mechanism consisting of a high level commitment at ministerial level consisting of (1) Steering Committee to provide direction for all parties and activities including donors representative; (2) Management Committee to assure effective implementation of the road map supported by; (3) Thematic Working Groups that discuss targeted achievements of Jakarta Commitment and; (4) Aid for Development Effectiveness Secretariat (A4DES) in Bappenas.
Under leadership of the Deputy Minister for Development Funding, A4DES is responsible for providing support in facilitation, coordination and monitoring of the coordinated activities to realize the objectives of the Jakarta Commitment.  With regard to it, UNDP was appointed to support the work of A4DES as part of the strategic objectives of Transitional Multi Donor Fund for Aid For Development Effectiveness (TMDF-A4DE) program.  However, the immediate transition of A4DES support through TMDF A4DE which is effective by 2010 will need to be properly managed and sufficiently planned. The following processes and interruption must be kept minimum during the transition: donors involvement and smooth communication among parties on A4DES programme, frequent contact amongst the relevant parties, information flow and closer coordination within BAPPENAS and with the respective ministries, systematic follow-up on pending decisions and implementation, not only those made by BAPPENAS but also the ones to be made by the other government agencies and development partners. In short, BAPPENAS believes that a secretariat key role to generate greater momentum in the overall A4DE framework must be maintained through the process of transition.
In line with the above, 6 (six) working group analysts positions in the Secretariat need to be filled in order to ensure the running of the working groups activities. One of the positions is Monitoring and Evaluation  Officer Under the guidance and direct supervision of the Programme Coordinator, the Monitoring and Evaluation Officer analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.
The Monitoring and Evaluation  Officer works in close collaboration with the respective Chair of Working Group, Communication Officer, IT/Data Base Associate and UNDP program staffs.

Duties and Responsibilities

1. To ensure implementation of  programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to programme workplan and other relevant documents.
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.

2. To participate in effective management of the A4DES programme within the practice area specialization assigned  focusing on quality control from formulation to implementation of the country programme achieving the  following results:

  • Develop programme formulation within the area of responsibility, translating A4DE priorities into activities.
  • Application of conceptual models in support of programme design and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
  • Preparation of inputs for reporting, including donor reporting.
3. To support creation of strategic partnerships focusing on achievement of the following results:
  • Analysis and research of information on respective stakeholders, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for new initiatives and active contribution to the overall discussion of programme planning.
4. To provide quality advisory services to the respective working group and facilitation of knowledge building and management focusing on achievement of the following results:
  • Assist the Chair of Monitoring & Evaluation Working Group and A4DES Program Coordinator with the substance  of monitoring and evaluation of the A4DE program including the sub-program under A4DES;
  • Participates in working group meetings and maintains dialogue among members;
  • Provides technical support to stakeholders on A4DE analysis and related matters;
  • Assist the implementation of the project monitoring and evaluation mechanism;
  • Work closely with Communication Officer and IT/Database Associate to provide input on the automated computerized monitoring and reporting system for the project and A4DE related activity
  • Assist the relevant working group in the preparation of monitoring and evaluation reports, monitor implementation and provide support in institutional coordination areas;
  • Assist in the provision of evaluation report on all projects and activities under A4DES and recommend ways to improve the performance of sub-standard deliverables; 
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • With other team members’ drafts articles, delivers presentations and speeches on reform approaches and institutional change in each of the program areas.
  • Links to development partners, and to policy analysts in government institutions and within the donor community to ensure viability of proposed reforms.

Required Skills and Experience

V. Recruitment Qualifications
Education:

  • University degree’s in Social Sciences, Economics, Management, Engineering, Finance and other related subjects with at least 6 years experiences in relevant professional experiences or Master degree’s Monitoring and Evaluation, Public Policy, Social Sciences, Management and other relevant subjects with minimum 2 year experiences in relevant working experiences.
Experience:
  • Experience in donor/multilateral funded projects, especially in project/policy design;
  • Have knowledge of the project planning, implementation, monitoring and evaluation including government regulation on monitoring and evaluation;
  • Good knowledge of Indonesia's government structure and budgetary procedures, particularly that related to the development loan and aid;
  • Have sound knowledge of donor policies and procedures;
  • Solid experience in facilitating meetings, consultation or workshops;
  • Familiar with dealing with both government officials and donor institutions;
  • Strong report writing skill;
  • Experience in working with Civil Society Organizations is preferable.
Language requirements 
  • Fluency in Bahasa and English are required
