Technical Advisor, Global Fund Project Management Unit, Mali

Description:
PSI seeks qualified candidates for a Project Management Unit (PMU) Technical Advisor to support the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) Malaria Grant in Mali.

The Technical Advisor will be primarily responsible for overseeing all aspects of project sub-granting, financial, administrative, logistics and procurement functions to ensure GFTAM grant compliance in collaboration with appropriate PSI/Mali departments. This will include putting in place adequate systems, controls, and tools based on GFTAM and PSI best practices and lessons learned to successfully implement the grant and management of Sub recipients (SR). The Technical Advisor will also play a key role in indentifying and addressing professional development and capacity building needs of PSI's PMU staff and SR partners including the Ministry of Health.

This full-time position is based in Bamako, will report to the Country Representative, and will require up to 20% in-country travel.


Responsibilities:
  • Work with program staff to administer SR contracts and monitor SR performance, including the development of a SR tracking and reporting system for programmatic, administrative and financial operations
  • Design and implement SR capacity building activities based on routine SR assessments in order to improve the management and oversight ability of selected sub-recipients
  • Ensure sound financial management of the GFATM budget, including programmatic budgeting, quarterly spending projections, monthly spending reviews, and monitoring of payments
  • Oversee all GFATM related procurement, in coordination with PSI's Procurement Department in Washington, DC and Ministry of Health
  • Manage and mentor a team of technical staff, sub recipient Coordinator and activity manager
  • Ensure compliance of all reporting systems and procedures as per schedule and deadline and assist program staff as necessary to ensure report accuracy and understanding of GFTAM rules and regulations in collaboration with the HOD Finance of the country office
  • Oversee the implementation of relevant audit findings
  • In coordination with the Country Representative effectively liaise with SR partners, the Country Coordinating Mechanism (CCM), Local Funding Agent (LFA), the GFATM in Geneva and appropriate PSI/Washington Departments including the Malaria and Child Survival and International Organizations Departments
  • Assist National MoH to assure project technical approach conforms to best practices for malaria control in the Mali context and is consistent with national goal of elimination
Experience:
  • Masters in Business Administration, Public Affairs, International Relations, Public Health, or equivalent field expertise
  • 5-7 years experience managing and leading cross-cultural teams, at least 3 years in a difficult environment with complex programs
  • Knowledge and experience of GFATM implemented projects
  • Strong audit management and intern control background
  • Proven experience developing and effectively managing government, other stakeholder and partner relationships
  • Proven experience in Capacity building of SR and management team in financial systems, and internal controls
  • Excellent diplomatic, presentation, interpersonal and oral/written communication skills
  • Fluency in French and English
