Technical Services Advisor, Lesotho

Description:
PSI seeks experienced candidates for the position of Technical Services Advisor, Lesotho to support PSI's global mission. This position is based in Maseru, Lesotho, reports to the Country Representative, Lesotho and has an ideal start date of May 2011.

Responsibilities:
  • Lead PSI/Lesotho's four Technical Services departments (Communication, Training, Research, and Innovations), overseeing work planning, budgeting, and staffing activities.
  • Lead the preparation of annual marketing plans for HIV prevention programming, including HIV counseling and testing and condom social marketing, with a focus on improved efficiency and measurable health impact.
  • Contribute to the development and implementation of program logframes and help set and achieve against annual donor and DALY targets.
  • Oversee all platform-level research, monitoring, and evaluation activities, ensuring close linkages between research results and programming.
  • Identify and develop technical process templates and guidelines (e.g. for creative briefs, IPC program design, training design, and research protocol development) and disseminate and train staff in their use.
  • Provide tailored capacity building to senior technical staff through training, coaching, and shared oversight of activities.
  • Guide program staff in the design of new interventions in the areas of condom social marketing, HIV counseling and testing, and reduction of multiple and concurrent sexual partnerships. Lead Technical Services staff in designing and launched innovative pilot projects. Lead technical aspects of new business development processes, including proposal writing.
  • Serve as a key member of the platform's executive team, contributing to strategic planning and decision-making on a regular basis.
  • Maintain regular and strong government, stakeholder, and partner relations, representing PSI as needed at local technical and programmatic fora.
Experience:
  • 5-7 years of relevant professional experience. Substantial field experience strongly preferred.
  • Graduate degree in public health, international development, marketing, or related discipline.
  • Technical expertise in behavior change communication. Significant experience in the design and management of interpersonal communication programming preferred.
  • Demonstrated understanding of current research and programmatic best practices in HIV prevention.
  • Experience leading teams in project implementation, with demonstrated ability to motivate and build capacity of staff. Experience training strongly preferred.
  • Exceptional written and oral communication skills.
