Job Purpose 

Oxfam International has a long history of engaging with the World Bank and IMF on a wide range of development policy issues. We are now looking to expand our advocacy with these two institutions to support the objectives of a new four-year global campaign on food justice in a resource-constrained world.The purpose of this new role would be to develop and implement advocacy strategies to influence the food, agriculture, climate, land, and water agenda at the World Bank and International Monetary Fund (IMF), and to provide analysis of the World Bank and IMF’s policies on these issues, as part of a global network of Oxfam policy analysts working on these issues. The policy advisor would be part of a small Oxfam International office in Washington which specializes in IFI issues.

  
Key Responsibilities
Develop, and implement advocacy strategies designed to influence the food/agriculture/climate/land/water policies and practices of the World Bank and IMF to ensure they are pro-poor.

Maintain a high level of expertise in food/agriculture/climate/land/water and develop Oxfam International policy and research on the international financial institutions (IFIs) in support of the above strategy.

Working closely with the senior policy advisor, lobby Executive Directors, management and staff of the World Bank and IMF; collect intelligence; develop and maintain key relationships within the institutions on food/agriculture/climate/land/water.

Participate in Oxfam’s Economic Justice campaign teams, including by providing research, policy analysis and lobbying strategies.

Facilitate collaboration on these issues at the World Bank and IMF between member Oxfams; support and participate in multi-disciplinary teams made up of colleagues from member Oxfams and collaborating organisations (particularly at the time of the World Bank and IMF Spring and Annual Meetings).

Represent Oxfam at meetings and conferences, give media interviews and speak publicly.
Actively participate in NGO networks and advocacy alliances.
Write briefing papers, media briefs, strategies, articles for publications, speeches, lobbying letters, plans.

Develop and maintain relationships with a wide array of actors: staff within target institutions, government officials, NGO colleagues (North and South).


Key Competencies

Knowledge of the food/agriculture/climate/land/water policy and research agenda.
Knowledge of development finance, and of the international financial institutions, particularly the World Bank and IMF (ways of working, agendas, and how to influence them) is desirable.
Track record in advocacy and policy/research.
Strong conceptual and analytical skills, and ability to think strategically and creatively.
Excellent communication skills for lobbying and media work, and awareness of political sensitivities.

Excellent oral and written communication skills.
Demonstrable understanding of gender and diversity issues.
Ability to prioritise, plan, organise work in a complex institutional setting.
Strong inter-personal skills, and ability to work well and flexibly in hard-working teams, while also able to take initiative and work under pressure with limited supervision.
Experience working with diverse international alliances and coalitions.
Knowledge of development challenges in developing countries, ideally with particular reference to the food/agriculture/climate/land/water agenda.

You must have the legal right to be employed in the US. Fluency in English is required and competence in French and/or Spanish is desirable.
