Background

Please note that this is Development Project Funded (DPF) post.

Under the guidance and direct supervision of the Human Development Advisor, the Policy Analyst contributes to expertise building in the area of social inclusion and poverty reduction in the countries of Central and South Eastern Europe and the Commonwealth of Independent States (CIS), with particular strength in the area of human development, EU social inclusion policies, social economy and disability issues. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

The Policy Analyst works in close collaboration with poverty reduction, governance, and other specialists based in Bratislava, as well as in New York and in UNDP country offices ensuring successful UNDP programme implementation.

 The post is located within the MDGs, Human Development (HD) and Poverty Monitoring sub-practice of the poverty reduction and economic development practice. Together with similar teams in the areas of private sector development and civic engagement, the sub-practice is responsible for providing technical support to UNDP Country Offices in the Europe and CIS region, implementing regional programmes and promoting and developing communities of practice (CoP).

Duties and Responsibilities

The Policy Analyst works on the development of methodologies and initiatives on social inclusion and social economy with specific focus on disability issues for UNDP Country Offices and partners, and contributes to providing policy advisory services by BRC, technical guidance and socio-economic analyses.

Work as a direct support to UNDP projects at the regional and country level, on mainly social and economic issues and methodology, with a special emphasis on developing and applying vulnerable groups’ perspectives.

Support regional and country level initiatives in promoting the human development concept, its understanding and mainstreaming in development policies in the region.

Country Office Support. Supporting programming and other activities in UNDP country offices that pertain to the linkage of poverty reduction, and/or social inclusion/vulnerable groups:

  • Analyzes documents/concepts relevant to HDRs and MDGs, particularly in terms of aligning them to a social inclusion/vulnerable groups (disability) perspective;
  • Assists country offices in strengthening their expertise and develop capacity in the area of social inclusion and human development analysis, social economy and disability programming;
  • Supporting country offices in South Eastern Europe and the CIS to access resources and expertise on social inclusion policymaking from new EU member states;
  • Contributes to the development and management of a network of consultants with expertise in these areas to further support UNDP’s national programming;
  • Conducts policy oriented research in the social inclusion and social economy areas
  • Providing statistical support in terms of social inclusion, human development and poverty monitoring as well as evaluation from existing databases/background materials;
  • Contributing to the design and evaluation of projects in these areas.

Knowledge Management – social inclusion, human development and vulnerable groups:

  • Contributing to the regional networks and communities (and sub-communities) of practice in such areas as social inclusion/poverty reduction, human development, and the economics of EU accession;
  • Supports the coordination relevant knowlegement management events for HD/social inclusion focal points, including training events and community of practice workshops;
  • Provides analysis for reports presentations, and ‘how to guides’ on topics related to the work of MDGs, Human Development and Poverty Monitoring sub-practice;
  • Supporting the global initiatives on pro-poor economic and social policies of UNDP’s Bureau of Development Policy, particularly as they pertain to vulnerable groups and UNDP’s global activities on persons with disabilities;

Regional social inclusion and poverty reduction programming:

  • Contribution to the design and management of regional projects focusing on social inclusion/poverty reduction with particular focus on social economy and persons with disabilities;
  • Working closely with other specialists in the Bratislava Centre’s Policy Support and Programme Development Unit, particularly in terms of regional projects which are being implemented by BRC.

Required Skills and Experience

Education
  • Master’s degree (or equivalent) in economics or other related social science discipline

    Experience
  • At least 2 year’s working experience preferably in international development on projects targeting poverty reduction and social inclusion/vulnerable groups;
  • Knowledge of human development concepts and experience with human development monitoring;
  • A thorough understanding of the situation of vulnerable groups in the region (e.g., persons with disabilities);
  • An awareness of transitional economies and knowledge of the RBEC region;
  •  Familiarity with the UN system, UNDP standards and procedures, with the EU accession process and the EU’s Social Inclusion agenda would be strong assets

Language Requirements
  • Fluency in English.
  • Knowledge of Russian or other language of the region would be an asset.
