General Description of the Program:
GOAL’s programmes in Haiti operate in both the urban and rural context in Port au Prince and Gressier respectively. The overall goal of the program is to provide emergency support to families affected by the earthquake in Haiti whilst developing longer term sustainable solutions to specific issues effecting both the rural and urban population. The objectives of the program are to increase access to water and sanitation facilities and providing both safe shelter and infrastructure for displaced families with the aim of increasingly linking relief, recovery and development across the GOAL Haiti Program.
General Description of the Role:
The Community Manager will be responsible for developing and implementing non-technical elements of the programme. This will include developing community and beneficiary participation methodologies and practices to promote an inclusive approach to program implementation, assessment and mapping exercises, focused targeting of program activities in conjunction with PM’s and ACD, monitoring and evaluation and capacity building and mentoring of national colleagues to increase both their skills base and ability to work independently to achieve targets. The Community Manager will be expected to ensure that the project effectively incorporates the needs, priorities and realities of the intended beneficiaries in the design, implementation, monitoring and evaluation of the programme.
Key Duties:
1. Assist and advise the Shelter Manager, WASH Manager and Engineering Coordinator in the overall development of participatory approaches across the programme;
2. Develop and implement an effective system of selection and verification of beneficiaries as per agreed criteria;
3. Manage the selection of beneficiaries, means of verification and strategies and approaches to communicate GOAL’s selection process with them;
4. Develop and implement effective systems for the collection, management and use of information on the programme;
5. Develop effective systems to collect and collate community data in coordination with all Programs areas and effective reporting tools, such as community profile reports and other sector specific reports;
6. Support and advise the M&E officer in developing and implementing an effective, inclusive system of monitoring and evaluating GOALs quality of work, including the engagement with, and receive feedback from, beneficiary communities on quality of programming;
7. Develop effective two way communication tools and messaging strategies to increase community understanding of, and engagement with, GOAL programming;
8. Support Project Managers in developing assessment and mapping strategies and approaches, in both the urban and rural context;
9. Supervise staff on a daily basis reporting to the position, assisting with recruitment and performance management;
10. Develop the capacity of community team members, programs staff and volunteers to apply participatory approach methodologies and community led recovery and development strategies, to increase effective programming and beneficiary ‘buy in’ to GOAL activities;
11. Plan the activities of the community team and ensure effective implementation of the programme schedules;
12. Advise and support the increase in coordination with Community Based Organisations in GOAL’s area of implementation to further community buy in and strengthen strategic partnerships;
13. Liaise with the local authorities and community leaders to ensure they are involved and informed of all GOAL’s activities in the relevant area;
14. Liaise with other organisations working in the area;
15. Prepare reports for the PMs and ACD as required;
16. Carry out other activities as requested.
Person Specifications (Requirements):
1. Essential: Fluent French or Creole speaker
2. Third Level qualification in any Social Science or Technical Science.
3. Additional training in Community Development.
4. Minimum two years experience in community development programmes.
5. Experience of working with NGOs, or other assistance agencies.
6. Demonstrated capability in devising and implementing assessments, mapping exercises, monitoring and evaluation tools.
7. Demonstrated capability in the implementation and management of PRA and community consultation.
8. Demonstrated capability in managing teams and capacity building.
9. Good, demonstrated skills in information management and report writing.
10. Analytical and strategic planning skills, creative approach to problem solving.
11. Excellent communication and interpersonal skills.
12. Commitment to beneficiary accountability and humanitarian ethics.
