Zimbabwe Job: ACD Programmes (GOAL)

Job Location: Harare, Zimbabwe with regular travel to field sites

General Description of Programme:
GOAL has been operational in Zimbabwe since October 2002 and initially was mainly involved in food distribution to combat the food shortages that have affected the country since 2000.  In addition to the fast track land reform measures, other factors such as poor rainfall, the collapse of the economy and the high rate of HIV/AIDS have played a part in turning what was once a food exporting country into a country dependant on foreign food aid for its survival.
GOAL is based in Harare, the capital city of Zimbabwe, with programmes primarily focused in 4 rural districts: Hurungwe, Makoni, Buhera and Nyanga. The current main donors are OFDA, ECHO, UNICEF, WFP and Irish Aid.

Current programmes include seasonal food distribution in Hurungwe, Makoni and Buhera; Agricultural Livelihoods projects in Hurungwe and Makoni; a Cash Transfer project in Hurungwe; Primary Health Care projects and a Nutrition project in Hurungwe, Makoni and Nyanga; WASH project in Hurungwe; and a Cash for Work project in Harare.

General Description of the Role:

The key purpose of this position is to expand and develop GOAL’s programmes in Zimbabwe.

Specifically this will involve providing line management, supervision and support for the Programme Coordinators and Programme Officers.  He/she is overall responsible for the development of all new projects, preparation of Proposals, ensuring high quality of Monitoring & Evaluation of all activities and to ensure Donor Reports are well prepared within the required time lines.  In addition, the ACD is responsible for coordinating the development of GOAL’s country strategic plan and development of a more recovery focused country programme within the areas of Food Security, Water and Sanitation and Health Care.

Key Tasks and Responsibilities:
 - Technical Support and Supervision of Programme Coordinators and Officers on a daily basis, focusing on the following areas:
 - Ensure that GOAL Zimbabwe’s programmes adhere to GOAL strategies, polices and priorities this includes mainstreaming priorities such as Gender, HIV
 - Line management of the senior programme staff, including the Programme Coordinators and Programme Officers based in the GOAL Harare office.
 - Guide and supervise the Programme Coordinators and Officers in designing and development of projects
 - Improve programme quality drawing on resources such as the GOAL technical advisors (Technical Team), staff capacity development and external advisors.
 - Ensure the effective and timely implementation of projects, through the provision of support and supervision in developing work plans and ensuring they are implemented on schedule through regular Field Monitoring Visits.  This will involve working with finance and logistics departments.
 - Working with GOAL HO M&E coordinator ensure there is a robust mechanism to systemically Monitor and Evaluate all projects in line with donor requirements and GOAL M&E policy
 - Support the programme team in preparation of Concept Notes & Proposals (including Log Frames & Budgets), to ensure that the final documents are of high quality.
 - Coordinate and take responsibility for the preparation of interim and final donor reports that are prepared by the Programmes Officers
 - Support the CD in coordinating internal Grant Management Meetings and work closely with finance and logistics to ensure that donor financial reports are prepared and submitted in a timely manner and that GOAL Zimbabwe is compliant with donor guidelines
 - Liaise with donors as necessary, in collaboration with the CD
Emergency Programmes:
 - Support, as necessary, the start up of emergency interventions until a new team is firmly established

Internal Reports:
 - Consolidate GOAL Zimbabwe’s monthly Programme report

Others:
 - Implement appropriate M&E and programme Management tools & systems
 - Ensure GOAL is appropriately represented in all stakeholder forums, in collaboration with the CD
 - Integrate Gender and HIV as cross cutting issues in all programmes

Requirements:

· Extensive experience in multi sector Programme design, implementation and M&E;
· Extensive experience in managing multiple programmes in a range of contexts and countries;
· Proven expertise in writing donor proposals and reports for donors such as USAID, EU, ECHO and UN agencies;
· Experience in managing multiple institutional donor grants such as ECHO, OFDA & EU;
· At least three years international experience at a senior management level;
· Experience liaising with governmental / local authorities and other NGO’s.
· Masters level in development management;
· Awareness regarding staff safety and security requirements;
· Excellent interpersonal, motivational and management skills;
· Excellent analytical and writing skills;
