Job: Project Director , Civil Society Strengthening for Policy Engagement in Liberia

TrustAfrica is seeking a dynamic, energetic and self-driven individual to serve as Project Director for its initiative to strengthen civil society capacity for policy engagement in Liberia.
Responsibility : Develop and implement a high-profile, multi-donor partnership to strengthen civil society capacity for policy engagement and advocacy in Liberia
Reports to        : Program Director and Management Committee
Supervises       : Project Officer Administrative Assistant
Liaises with      : All staff
Location            : Monrovia, Liberia (with requirement for some travel to Dakar and beyond)

Duties and Responsibilities
1. Oversee the Liberia Civil Society Project operations and programming:
  • Providing strategic direction to the project
  • Engaging with policy makers and grantees to create a platform for public policy deliberation
  • Managing the project budget
  • Supervising staff and handling personnel issues
  • Creating strategic relationships with other partners and grantees
2. Manage the execution of grant-making activities, including:
  • Identifying and analyzing, jointly with the Project Officer, prospective Civil Society Organization (CSO) grantees
  • Preparing documentation and recommendations for management committee review
  • Monitoring CSO funded projects for systematic learning and thorough evaluation of outcomes
  • Continuously assessing the Liberian civil society environment, identifying relevant developments with strategic implications for program execution
3. Develop, organize and implement non-grant program activities, including:
  • External management and leadership training for grantees in Monrovia, and direct technical assistance to grantees on strategic planning and program design
  • Convening grantees and additional stakeholders in Monrovia
  • Facilitating learning of regional best practices for policy engagement including analysis, advocacy and communication for Liberian groups
  • Creating opportunities for mentoring, exchange programs and other capacity strengthening activities for grantees
  • Creating a strong cohort of organizations to engage policy makers on governance reform issues
  • Sustaining the project through regional programs and technical assistance
4. Coordinate communication and outreach to external stakeholders, including:
  • Interfacing with Liberian, regional and international civil society actors
  • Representing the program in meetings with Liberian government officials and representatives of the UN, international donors and other private foundations
  • Participating in regional and international conferences and meetings as per the project strategy
  • Developing and sustaining meaningful partnerships with like-minded donors
5. Fundraising for the project, including
  • Jointly travelling with the Executive Director or Program Director to potential funders
  • Creating networking opportunities for the project and its partners
  • Developing collaborations and partnerships that can last beyond the lifespan of the project
  • Developing funding proposals, case studies and policy briefs
6. Perform other functions and tasks as required

Qualifications and Skills

  1. Graduate degree in political science, social sciences, law, economics or equivalent experience
  2. Seven (7) to ten (10) years of work experience with African civil society organizations, with extensive knowledge and experience of regional dynamics including in particular the Mano River Basin
  3. A strong record of successful engagement with policy makers including experience in policy research and analysis, advocacy and movement building as well as budgetary analysis
  4. Prior experience with grant-making is preferred
  5. Strong fundraising skills including the ability to network, collaborate, develop funding documents and proposals as well as strong analytical articulation of the project and the issues for funding
  6. Demonstrated experience in institutional building for think tanks and civil society is an added advantage
  7. Demonstrated commitment to international development, experience with human rights based efforts and organizations
  8. Strong commitment to TrustAfrica’s and Humanity United’s core values of integrity, transparency, accountability, empowerment and results
  9. Proven analytic and problem-solving skills in new settings
  10. Demonstrated ability to build professional relationships, influence others, and offer strategic perspective
  11. Demonstrated ability to work as part of a team or under limited supervision with high levels of initiative
  12. Excellent English written and verbal communication skills, with good knowledge of French a plus
  13. Ability to travel regularly in Africa and beyond
  14. Strong commitment to monitoring, evaluation and learning for improvement
