Experienced Relief Workers (Kabul, Afghanistan)

Project Overview
 
The projects Medair will be implementing in 2011: WASH project in Bamyan and Badakhshan; Nutrition project in Badakhshan; Emergency response project in Bamyan and Badakhshan; Disaster Risk Reduction in Badakhshan; Food aid in Bamyan.
Main Responsibilities
 
Provide operational support in order to enhance Afghanistan programme activities and contribute to the achievement of objectives.
Key Activity Areas
 
Operational Support Management

·         Ensure knowledge of and adherence to all necessary operational systems by all field and Kabul staff.

·         Support field project managers in appropriate aspects of logistics, HR, financial management, operations and implementation of projects by having regular email/phone contact and field visits.

Financial Management

·         Development of budgets, for base and support costs in collaboration with support staff and Medair HQ, ensuring they meet all relevant donor and Medair requirements.

·         Supervise budget management and expenditure, in collaboration with the field, Kabul staff, and Medair HQ.

Staff Management

·         Cover for HR Manager, Logistics Manager and Finance Manager (TBD) during holiday and leave.

Acting Country Director


Security Management

·         Assist the Country Director in managing security incidents, as appropriate.
 
Qualifications
 

·         University degree and or relevant professional experience


·         Post-graduate qualification in relief or development

Experience
 
·         2 years experience in a senior management position

·         1 year experience with Medair desirable
Specific Skills and Attributes
 
·         Financial management skills (budget design and financial controls)

·         Good understanding of logistical processes and fraud prevention

·         Good understanding of HR management issues

·         Good knowledge of donor reporting and financial requirements

·         Advanced project and management skills

·         Committed to consultative and servant leadership

·         Self motivated, energetic and hard working

·         Committed to team-building and able to develop and support other team members and national staff

·         Capacity to give spiritual support

·         Willing to lead the team devotions

·         Willingness to learn Dhari



Medair standard working requirements for the field

·         Committed Christians and committed to Medair values

·         Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts

·         At least one year of professional experience in a relevant field (more experience preferred)

·         Minimum 3 months inter-cultural overseas experience

·         Single, or married (without dependent children)

·         Strong English communication skills (oral and written)

·         Familiar with Office Word, Excel, PowerPoint and Outlook

·         Able to live and work with a multicultural team under difficult conditions

·         Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

·         Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)
Special Working Conditions
 
·         Based in Kabul office and team house. Kabul is at 1,600 meters and frequently covered in dust which can be a problem if you suffer from a breathing condition.

·         Security is always a concern and routine team briefs give information and advise both nationals and expats to the current security status.

·         The role requires regular trips to the field (probably short but possibly extended depending on project needs and circumstances), where living conditions are more basic. Some of these trips will require travel to rural, and some remote areas in Afghanistan, and good physical health is essential
