Project Support Manager (Bunia) 2011

Project Overview

Medair operates in three sectors: Health: supporting IDPs in Irumu and Bas & Haut Uélé, and reduction in morbidity and morality due to malaria in the health zones near to Isiro; WASH: improving water, sanitation and hygiene in health centres and supporting the construction of family latrines in Ango territory; Logistics: rehabilitation of bridges and crossings on the road from Isiro to Dingila.

Main Responsibilities

The Project Support Manager (PSM) will strengthen the support functions in Bunia, with a particular emphasis on logistics and security. Develop and strengthen support functions in Dungu, Isiro and Ango. Line manage the support staff in Bunia.
Key Activity Areas

Support Systems Management


·         To work with the Country Director (CD) in developing and implementing the support function plan and strategy which are supportive of the current and prospective project portfolio.


·         To ensure that systems of a high standard are established, monitored and maintained for Logistics / Procurement, Office Administration, Human Resources, Finance and Security.


·         To ensure that policies and procedures are clear, transparent, fair and responsive to programme needs. 


·         To work with support managers in improving and standardising processes in each location.


Procurement


·         To ensure that procurement within D.R. Congo, from Uganda and from HQ fulfil all requirements for good procurement practice.


·         Ensure all relevant staff are trained and competent in the necessary systems.


Security


·         Ensure appropriate security management systems are adopted in each location.


·         Ensure that security plans and crisis management plans are appropriate and up to date in each location.


Inventory Management


·         Take an overview of the management of asset inventory especially fleet, comms, power, and IT to ensure that assets are deployed where they are most needed.


Financial Management


·         To authorise purchases and banking transactions up to a limit of $5,000 within relevant budget.


·         To monitor BvAs and expense sheets to ensure that base budgets are on plan.


External Representation


·         To manage interface with project auditors.


·         To ensure participation in Bunia admin coordination and security meetings.
Qualifications
·         University degree and relevant professional experience desirable
Experience

·         Experience in management and project management



·         At least 2 years in a developing country, including experience of support functions



·         Good knowledge and experience of running budgets and expense sheets



·         Experience in coaching and mentoring staff for improved performance


·         Experience in dealing with donors and government officials desirable

·         Working knowledge of French (oral and written)

·         At least one year of professional experience in a relevant field (more experience preferred)


·         Minimum 3 months inter-cultural overseas experience


·         Willing to commit to Medair for a minimum of one year


·         Single, or married (without dependent children)


·         Aged 25 - 55 generally preferred


·         Strong working knowledge of English (oral and written)


·         Competent with MS Word, Excel, PowerPoint and Outlook


·         Able to live and work with a multicultural team under difficult conditions


·         Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit


·         Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)
Special Working Conditions

·         The PSM will be based in Bunia but with regular visits to the other DRC bases: Isiro, Dungu, and Ango.


·         Bunia is a rural town with quite a large expat community as it is the centre for NGO activity in Ituri and Bas & Haut Uélé. It has a few restaurants and a basic gym.


·         Security in Bunia is quite good although there remain quite strict guidelines in town.
