The Black Sea Trade & Development Bank (BSTDB) with Headquarters in Thessaloniki/Hellenic Republic is currently seeking an experienced Director to lead the Energy & Infrastructure Department.
The BSTDB was established by 11 member states (Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey, and Ukraine) focusing on supporting economic development and regional cooperation. The BSTDB is providing trade and project financing, guarantees, and equity for development projects in the public and private sector of its member states.
Background/General description
Under the guidance and supervision of the VP Banking, the Director has the overall responsibility for the management, pipeline, development, appraisal and supervision/implementation of the energy and infrastructure portfolio in all BSTDB countries of operation. She/he leads the strategic planning in the area of her/his specialization, including setting of targets, and monitors services provided by his Department to all relevant BSTDB Divisions. She/he advices the Senior Management on course correction, cost effectiveness and creative responses to emerging complex challenges.

DUTIES AND ACCOUNTABILITIES
Business Management Accountabilities:
* Advocates business opportunities;
* Proactively generates business through direct PR, evaluation of received proposals adhering to the highest economic/financial and technical standard;
* Provides oversight on portfolio management and quality issues, working with clients to provide timely and effective implementation support;
* Presents viable, cost-effective business proposals with focus on rate of return;
* Lead-manages the process of identification, origination, structuring and negotiation of all kinds of complex lending, equity and guarantee operations;
* Oversees disbursement and project implementation of lending, equity and guarantee operations;
* Formulates and supports the Departmental business strategy; policy and procedure development;
* Prepares and manages the Department’s budget, work plan and activities, including, preparation of the Department’s business plans and internal processes;
* Ensures achievement of departmental objectives and targets;
* Leads or supports the coordination and delivery of the BSTDB’s strategy and related work program.
Relationship Management Accountabilities (Internal and External):
* Interacts and provides appropriate guidance and support to internal/external clients;
* Maintains strong partnerships with the governments, the private sector, and other stakeholders to further the development effectiveness agenda. Exercises courageous and transformative leadership in dialogue;
* Participates in the promotion of the BSTDB’s activities.



People Management Accountabilities:

* Leads and motivates the team with focus on client orientation, development outcomes, strong cross sectoral coordination and problem solving, and takes responsibility for achieving and communicating these outcomes;
* Applies people management skills, including, supervision, performance evaluation, coaching and mentoring.

Undertakes other relevant tasks that may be assigned by the Vice President Banking and as may be required by the policies of the BSTDB.

SELECTION CRITERIA
* Postgraduate degree in Business Administration, Economics, Finance or related field.
* Minimum ten, preferably fifteen years of relevant working experience in banking and financial institutions, of which the last five years in banking.
* At least three years of managerial experience.
* Ability to lead strategically and plan effectively.
* Proven track record of leading complex, innovative programs and policy dialogue, in the BSTDB, with clients, with partners and with other stakeholders.
* Operational experience, with a track record of successfully supervising projects and portfolios in challenging development environments.
* Results-oriented decision making abilities with an aptitude for developing practical solutions.
* Broad and deep understanding of the political economy, development policies, and of the range of the BSTDB’s financial and advisory tools, products, services, policies, and procedures.
* Ability to lead business processes re-engineering, implementation of new systems, and affect staff behavioral/attitude change.
* Strong abilities to work effectively across institutional and cultural boundaries. Ability to rely heavily on teamwork within and across organizational boundaries; ability to lead through influence rather than dictate; ability to let others take the lead; proven ability to delegate and mentor.
