Overview:
For over 35 years, Jhpiego has empowered frontline health workers by designing and implementing effective, low-cost solutions to strengthen the delivery of health care services for women and their families. Jhpiego’s current efforts in Swaziland include providing technical and clinical leadership in national level Male Circumcision (MC) and neonatal Male Circumcision (NMC).
Jhpiego is looking for a highly motivated and dynamic individual to fill the position Country Director in Swaziland. The Country Director will provide programming, technical and financial oversight, and will promote Jhpiego’s activities within Swaziland. He/she will seek new opportunities for funding, partnerships and/or expansion of programs. Under the supervision of the East and Southern Africa Team Leader, the Country Director will work closely with the Global Director of Programs, Senior Program Officer and assigned technical staff for effective programming, action plan formulation, and presentation of Jhpiego’s activities in the country. He/She will be the primary contact for all information and requests for technical or programmatic assistance for new or ongoing Jhpiego activities in Swaziland.

Responsibilities:
Provide technical leadership to Baltimore-based programming staff regarding proposal development and project activation
Provide programmatic leadership and set priorities for programs in collaboration with the Swaziland-based and Baltimore staff
Keep senior management informed of successes, challenges and lessons learned in implementation of programs, as appropriate
Monitor projects for compliance with Jhpiego and donor programming policies, and recommend any necessary assistance to comply with Jhpiego policies
Supervise staff and consultants in Swaziland
Assist Jhpiego programming staff to develop and monitor technical assistance schedules for project activities as needed
Identify potential in-country technical advisors for assignments as needed
Provide technical assistance to projects as appropriate and as consistent with individual technical skills
Provide sound financial oversight to country operations
Understand Jhpiego’s current work and past experience in order to speak fluently about and advocate for Jhpiego in meetings with potential donors and partners
Represent Jhpiego interests in public and professional circles through meetings, conferences and presentations
Advise ESA Team Leader and Jhpiego program and business development staff in strategic planning for new and expanded Jhpiego programming in country
Identify and build relationships with the major donors in Swaziland to learn their funding strategies in country
Maintain communication with project directors, governmental bodies, field staff of other cooperating/collaborating agencies, US and other donor missions critical for Jhpiego’s health programming within Swaziland
Lead and manage development of unsolicited proposals to identified in-country and external donors
Identify, analyze, gather intelligence, and assist in bid/no-bid decisions on business development opportunities in Swaziland
Assist with the creation of proposal teams, and lead, manage, and/or respond to proposals as assigned
Advise as to potential partners and staff needed to Jhpiego position to bid on procurement opportunities
Provide technical and programmatic inputs to new proposals as needed
Participate in final review of all technical and programmatic portions of proposals developed for Swaziland

Required Qualifications:
MPH with 10+ years’ experience managing large international health programs
In-depth knowledge of Swaziland public health sector actors, including program leaders, government representatives, and on-the-ground organization staff
Understanding of Jhpiego’s technical expertise and how it fits into the current HIV/MC and health systems strengthening landscape in Swaziland
Practical management, training or clinical background in HIV/AIDS, MNH, RH/FP and malaria
Understanding of US and other donor communities in Swaziland and or the Southern Africa region
Demonstrated experience in successful fundraising, negotiation, program budgeting and implementation is essential
Excellent communication and interpersonal skills are essential, including written and oral communication and presentation skills
Good judgment, reasoning abilities and a strong capability to engage others to adopt and feel "ownership" of programming policies
Proven ability to manage and lead teams operating in complex environments
Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide
Ability to provide technical leadership to develop innovative programs and approaches
Ability to travel frequently within Swaziland and regionally
